 Excessive Heat Warning  Statement as of 3:08 am CDT on July 28, 2015


... Excessive heat warning remains in effect until 9 PM CDT this
evening...

* timing... dangerous heat index values will be reached during the
afternoon and early evening hours today.

* Heat index values... up to 110.

* Impacts... the combination of hot temperatures and high
humidity will likely lead to an increased risk of heat-
related stress and illness. The very Young... the elderly...
those without air conditioning... and those participating in
strenuous outdoor activities will be the most susceptible.
Also... car interiors can reach lethal temperatures in a matter
of minutes.

Precautionary/preparedness actions...

Take extra precautions if you work or spend time outside. When
possible... reschedule strenuous activities to the early morning
or evening. Know the signs and symptoms of heat exhaustion and
heat stroke. Wear light weight and loose fitting clothing when
possible and drink plenty of water.

To reduce risk during outdoor work... the occupational safety and
health administration recommends scheduling frequent rest breaks
in shaded or air conditioned environments. Anyone overcome by
heat should be moved to a cool and shaded location. Heat stroke
is an emergency. Call 9-1-1 immediately.

Oppressively hot and humid conditions will persist today beneath 
an upper level ridge axis. The presence of outflow boundaries 
within a nearly uncapped atmosphere has been sufficient for 
isolated to scattered sh/ts over the last couple of days, and 
since neither the air mass nor the forecast 700 mb temperatures have 
changed significantly from the last few days, a similar precipitation 
scenario is expected today. Generally followed 700 mb temperatures as 
a proxy for capping to determine placement of schc probability of precipitation. 


A low pressure system moving along the US/Canada border will send 
a cold front through the plains today/tonight. Since the upper 
flow becomes northwesterly behind the low pressure system in 
response to a building ridge over the West Coast, odds are good 
that this cold front will move through MO/Illinois on Wednesday/Wednesday night and 
bring relief from the recent heat/humidity for a couple of days. 
Sh/ts may accompany the front on Wednesday but precipitation should taper 
off across the County Warning Area by Wednesday night.

Thursday and Friday look spectacularly drier and less humid within 
the Post-frontal air mass. The building ridge over the western 
Continental U.S. Will keep northwest flow in place over MO/Illinois through the weekend. 
Both the 12z and 00z runs of the GFS/European model (ecmwf) disagree on the extent 
of the northwest flow, however-- the ec is farther north with a low 
pressure system in Canada which keeps the flow nearly quasizonal 
but the GFS is farther south with the low in Canada which leads to 
a sharper northwest flow solution. A couple of disturbances moving 
through the flow could support periods of sh/ts late this weekend 
and/or early next week, but such features are too poorly resolved 
this far in advance to have confidence in probability of precipitation greater than schc- 
chance. Temperatures will moderate to seasonably warm upper 80s to 
lower 90s.

Have generally gone with persistence for this taf set. Overnight 
guidance including almost all hi-res convection models are 
forecasting the development of afternoon convection...in 
apparently a similar fashion to that of yesterday. Given the fact 
that 00z and 06z runs are maintaining a subtle surface boundary 
over the area, and that there is very little change in the prognosticated 
instability and cin (almost no change to middle-level temps) this 
redevelopment certainly appears to be plausible. Since exact 
location/coverage is still uncertain have gone with thunderstorms in the vicinity at this 
point for KUIN and stl metropolitan tafs from middle afternoon into the 
early evening hours. Prevailing conditions should be scattered cumulus 
with bases 3-5kft...but with air mass exhibiting a similar thermal and 
moisture profile to yesterday stronger storms will once again 
produce localized heavy downpours and wind gusts. Once this 
activity dissipates, concern turns to convection developing along 
and ahead of advancing cold front for later tonight. There is 
still some hints of convection developing in the warm advection 
zone ahead of the cold front so have reintroduced thunderstorms in the vicinity at KUIN as 
soon as 06z. Believe that this elevated convection...if it does 
occur...will be north of stl Metro, but will have to keep an eye 
on this. Additional storm threat should persist at KUIN into the 
predawn hours with upstream cold front and likely associated 
outflow. 


Specifics for kstl: as noted in the primary afd discussion...it 
appears another round of convection will be possible this 
afternoon and early this evening, and have used timing of 
yesteday storms to approximate today's threat. Strongest storms 
will certainly have IFR ceilings/visibilities with localized heavy rain and 
wind gusts...but outside of storms expecting scattered cumulus with 
bases 3-5kft. This threat should diminish by early this evening, 
and we will then have to keep an eye on elevated convection 
forming during the predawn hours in the warm advection zone south 
of approaching cold front. For now believe this activity will 
primarily be north of kstl. There is quite a bit of uncertainty 
about how much convection/precipitation will still be occurring with the 
cold front by the time it pushes into the area late Wednesday 
morning, so at this point have kept taf dry through 18z.
