The National Weather Service in Melbourne has issued a

* Flood Warning for...

Brevard County in east central Florida...

Northern Lake County in east central Florida...

eastern Orange County in east central Florida...

Seminole County in east central Florida...

Volusia County in east central Florida...

* until 600 PM EDT

* at 1205 PM EDT... reports from emergency management officials
indicated street flooding continued across portions of the
area. Additionally... Doppler radar was showing a continued
rainband on the southwest side of Tropical Storm Fay
rotating across much of the area. This will produce another
two to three inches of rainfall in many locations.

Flooding of roads... streets and intersections are likely to persist
in these locations. Some homes and businesses may be subject to low
lying and poor drainage flooding.

Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely.

A Flood Warning means that flooding is occurring now or is imminent.

 Areal Flood Watch  Statement as of 3:05 am EDT on August 21, 2008


... Flood Watch now in effect through Friday afternoon...

The Flood Watch is now in effect for

* all of east central Florida... including the following counties...
Volusia... Indian River... Martin... Brevard... Lake... Okeechobee...
Orange... Osceola... Seminole... and St. Lucie.

* Through Friday afternoon

* as the center of Tropical Storm Fay moves slowly northwest
through Friday the potential for heavy rains and additional
flooding will continue over east central Florida.

The heaviest rainfall from Fay is expected to fall immediately to
the south and west of the center of Fay today... then gradually
transition to the south and east side of the center through Friday
as Fay moves slowly northwest. Rainfall totals across northern
sections of east central Florida may reach 4 to 8 inches with
locally heavier amounts today as persistent rain bands wrap around
the center.

As Fay moves slowly to the northwest today through Friday... there
may be periods of diminished rainfall in your area. However...
the potential will exist for additional heavy rainfall to develop
in rainbands to the east of the center... so remain vigilant to the
potential for additional flooding through Friday. With many areas
already receiving historic rainfall totals from Fay... it will not
take much rainfall to further aggravate ongoing flooding or
produce additional flooding problems in water logged areas.

A Flood Watch means there is a potential for flooding based on
current forecast for Tropical Storm Fay.

You should monitor later forecasts and be alert for additional
flood warnings. Those living in areas prone to flooding should be
prepared to take quick action should additional flooding develop.

... The circulation center of Fay finally making landfall...

... New information...
Tropical Storm Fay has finally resumed appreciable forward motion
and is now committed to a slow west-northwest direction. It
appears that the center will cross the coast between Ormond by the
Sea and Flagler Beach. There are no additional hazards of concern
associated with the center landfall of Fay... but it does mark a
Milestone toward eventual improving conditions beginning Friday
for the area.

Wind gusts to 45 mph will still be common for the rest of today...
mainly in squalls. Peak gusts up to 65 mph are also possible for
Indian River... North Brevard... and Volusia counties.


... Areas affected...
this statement recommends actions to be taken by persons in the
following coastal counties... Saint Lucie... Indian River...
Brevard... and Volusia counties.


... Winds...
tropical storm force winds... mainly in gusts... will continue
today as Fay moves inland. The strongest winds will occur near the
broad circulation center of Fay... along the coast of northern
Brevard and Volusia counties. Wind gusts between 35 and 45 mph
will be common... especially from Orlando and Titusville
northward. A few wind gusts as high as 65 mph will be possible
this afternoon... within squalls along the Volusia and North
Brevard beaches... and perhaps as far south as Indian River County
near Sebastian and Vero Beach.

Further to the south... across Saint Lucie County... sustained
winds will be somewhat lower but still with gusts to tropical
storm strength of 40 mph in squalls. Overall... winds should
begin to lessen by evening as Fay begins to move farther inland and
weaken.


... Storm surge and storm tide...
high surf will continue this afternoon... especially north of Cape
Canaveral. Beach erosion remains a concern.


... Inland flooding...
heavy tropical rainbands will continue to rotate around the broad
circulation center of Tropical Storm Fay... impacting much of east
central Florida. The heaviest rain rates through this afternoon
should remain around one inch per hour... but torrential rates of 2
to 3 inches per hour will be possible. If torrential rain
producing cells do persist... significant flooding can develop
quickly... especially for places that have already received
flooding rain.

An additional 3 to 5 inches are possible today as the center of
Fay moves inland.

Showers and thunderstorms within outer rainbands... should also
increase in coverage over southern Brevard... Indian River... Saint
Lucie... and Martin counties. Locally heavy rain... strong wind
gusts... and funnel clouds... from fast moving cells will be a
threat through at least sunset.


... Tornadoes...
there is at least a low threat for isolated tornadoes and funnel
clouds across all of east central Florida today. If a tornado
does develop... it should be brief and short lived.

People in the local area should prepare for at least a low impact
from tornadoes... with the potential for isolated to scattered
locations to experience minor to moderate damage. If a tornado does
occur... it should be brief and short lived.

..Tropical Storm Fay made landfall vicinity Flagler and Ormond beaches... 
..Heavy rainfall and a continued flood threat mainly over northern 
areas as rain bands wrap around the circulation center... 


Tonight/tomorrow...latest Doppler radar images indicating Tropical 
Storm Fay is beginning to have a slightly faster movement towards 
the west to northwest and looks to have made landfall between 
Ormand by the sea and Flagler Beach which follows the latest NHC 
forecast track. NHC track then takes Fay towards the west across 
the northern Florida Peninsula and briefly drags it through the 
Gulf of Mexico late Friday afternoon. Continuing tropical storm 
force winds and areal flooding due to persistent heavy rain bands 
around Fay will continue to be a threat tonight into tomorrow. 
However winds do look to begin to decline this evening as Fay 
weakens over land. Will have to re-evaluate current tropical 
storm wind/tropical storm wind warnings with next TPC/NHC 
advisory but as for now they remain in place. 


Flooding will continue to be of concern through tonight into 
tomorrow...especially over the north where a persistent rain band 
continues to rotate over the center of Fay. Flooding has been 
reported on several roads in Seminole County with heavy rain 
continuing over the area at this time. A Flood Watch remains in 
place across the entire County Warning Area through Friday afternoon. 




Friday night-sun...high pressure building down the eastern Seaboard 
and adjacent Atlantic waters interacting with ts Fay tracking 
across northern Florida and the Panhandle will result in an 
onshore flow through Sunday. Deep southerly flow on the backside 
of ts Fay will draw deep moisture up the peninsula and when combined 
with vorticity maximas rotating south to north areas of rain and 
isolated thunderstorms will continue through the weekend. Chances 
of rain and storms decrease to scattered areawide Sunday as Fay 
will have tracked far enough to the west to lose much of its 
influence on east central Florida/S weather. 


Previous extended... 
ridge axis over the eastern U.S. Will push off the eastern Seaboard sun and 
merge with the Bermuda ridge over the Atlantic as the T.S. Fay (or her 
remnants) moves into the lower MS valley. Deep east/southeast flow will prevail 
over the Florida Peninsula into early next week...tapping high moisture 
and pushing it across the County Warning Area. Deep east/southeast flow in a high moisture 
environment typically results in decent precipitation coverage for east Florida. 
Furthermore...with uncertainty with respect to the future track of the remnants 
of Fay after Monday...precipitation chances will remain at 50% through the period with 
temperatures near climatology.

Aviation...widespread IFR/MVFR conditions will continue over 
northern taf sites closer to the center of Fay and where heavy 
rain bands are expected to continue. Further south VFR conditions 
possible with degrading conditions with scattered convection in 
redeveloping bands around Fay.

Marine... 
tropical storm warnings remain in place over the coastal waters at 
this time. Winds should begin to weaken as Fay also weakens over 
land tonight into tomorrow. Tropical storm warnings may be replaced 
later tonight over the coastal waters with small craft advisories. 


Friday night-Tue...remnants of ts Fay forecast to track west to 
the Panhandle and lose most of its influence on east central 
Florida by Saturday while high pressure building across the waters 
results in an onshore wind through Monday. Winds shift to the 
southeast Monday as the surface ridge axis starts to slide across 
southern Florida.
